That's wierd. The SteamApps folder is usually at the very bottom of the list of folders when you enter the Steam folder. If you are using a different operating system then the Steam folder or SteamApps folder might be in a different location but I don't see how that could make a difference.
Or try doing a search for your Terraria folder and then make note of it if it differs from the pathway I gave you. I got it fixed, I went to Terraria in my Steam window and hit "Browse Local Files" or something along those lines, it brought me to the terraria folder in common that is in SteamApps, then going to the Steam folder.
But the game at least works now. This is why, when you install your game, you keep track of where the game's files will be installed. The setup application should tell you where the files will be installed during installation.
